I have been told 3 different things on when to add the flavoring. 1.) in the keg, before fermentation, 2.) in the keg, after 2 weeks of fermentation, or 3.) during the bottling/priming procedure. I am assuming that the later I put it in, the more the flavor will shine through.

I have a bottle of Brewer's Best Apricot Artificial Fruit Flavoring that I want to add to a yet to be determined Mr. Beer recipe, but I am not sure how much to add and when to add. The bottle says 6-7 oz per 5 gallons, so I am assuming that 3 oz is adequate for a MB sized batch. But still not sure w...

Here's what I did with the Cerveza: added 1 lb of Amber DME, Citra & Simcoe hops both @ a 15 minute boil, then Amarillo hops @ 5 minute boil. It turned out real tasty, kinda like a West Coast IPA/APA.

Yep, just used the plain old Mr. Beer dry yeast. Brewed this twice now and both batches turned out awesome. I was thinking about trying a different yeast next time I brew it. To clarify, I did not boil the Cerveza Extract. Boil Amber DME until hot break (rolling boil), then hops as mentioned above. ...

So, do you think 3 weeks in the fermenter is still long enough at 61.5? or would you recommend letting it sit a little longer. I am coming up on 3 weeks in the next couple days and was planning on bottling, but can wait if recommended.

Yep, I know not to boil the HME. I was just confused on the hops as described in the recipe instruction. So how long should I boil the hops/hop sack? Is 5 minutes long enough?

Yes, you are correct the next step is Open the HMES, pour the contents into the hot mixture. Stir until thoroughly mixed.
So.....put hop sack in and remove from heat right away....or....let boil a little bit to sanitize....or does it really matter?
