Buzz factor
I know that people assimilate and can feel differently with the same percentage of alcohol, but how much difference does a few tenths of a percent make? For example, 4.6 abv verses 5.0 or 5.6 abv? Not that I plan on getting hammered with what I plan to brew, but I never drink more than a 12oz beer at any one time and do like to get a little “buzz” .

I think 1% makes a difference that I can feel over a couple of beers. 2+% definitely makes a difference in one beer for me. Less than 1% I don't know, but will continue testing!

My homebrews average 6%, and they provide a good buzz.
I will often knock out 12-15 beers in one day on the patio, and for that I tend to get store bought lite beer ...

Many beers are around 5ABV. So 6 or 7 ABV will have a more noticeable kick (as John Sand mentioned).
A while ago I brewed a Strong Scotch Ale. It was 9.5ABV. It was thick and malty, low bitterness, and quite easy to sip. So at first the thought is that this is a very tasty beer. About half way through you realize you can feel it already.
