Replying to a few thoughts in this thread: I know many politicians, I've sat on local screening committees. While it may be tempting to call those who voted to move the bill forward and complain, you might be better served calling those who have yet to vote. Do some research, try to reach out to people who will be sympathetic. At the state level, you may be able to meet with your representative. Go armed with statistics about the craft brew industry: growth, jobs, taxes, tourism. If you can't meet him at his office, consider attending a fundraiser, it isn't the president, one to two hundred dollars gets you in. There you can talk to him. Negative feedback to those who voted may help, but stopping the bill from going forward counts more. Don't threaten, promise: jobs, tourists, taxes. Good luck.
And Dave, NY is trying to be friendly to microbrewers. I've heard that licensing can be complete in only a couple of years, down from five or more.

It likely won't be adopted by the house...it COULD...but it's unlikely.
