came in a little lighter than planned at about 1.050 which should be fine, leaning on lower ABV than higher for this one, don't want too much alcohol taste

Eee Haw, happy yeasts! Going to go to extract brewing next month thru the "dog days". Been thinking about a blackberry wheat, I'm going to have to try this. Though I'll probably pull it down to 30 min boil. I don't think you need a 60 min boil for a steep. (then again, what do I know?)

You don't need one no, but to get the bitterness I wanted without a ton of hop flavor the 60 minute boil was what I wanted, around 15 ibus to balance out some of the sweetness but I still want it sweeter

If you want to do a short boil without a lot of flavor, I would suggest using the smallest amount possible of the highest AA hops you can get your hands on. Since in a wheat you are looking at such a small number of IBUs you could likely use 1/8oz of hops, maybe even less if you get 'em strong enough, and I don't think you will taste them in such a small amount. EDIT: And I don't think the bitterness will come across as noticeably "harsh" in such a small amount...
