I know next to nothing about welding but I'm thinking for a used keg, it's just not worth it. I thought he just wanted to fix it so that it would last until empty but if he wants to keep it, then I guess if he can find someone to do it cheap, that's a good plan.

My thoughts are that with a weld you will no longer have the smooth surface and thus it may harbor bugs which in that case it would not be worth it.

About the only way would be tig welding and getting minimal penetration, just enough to discolor the inside, but enough to actually seal.
