The Rebel IPA is a very good beer IMHO... It has a great hop aroma and hop flavor, very well balanced. It doesn't have the bitterness, which is right up my alley. I think it's being touted as a West Coast IPA, but I was under the impression, right or wrong, that West Coast IPA's had a higher bitterness level.

Not necessarily although it may seem that way. They are drier, less crystal or other sweet or malty malt, more about letting the hops stand out over the malt then an English or east coast IPA.
So hopped at the same levels they may seem more bitter or more hoppy flavored then an east cost equivalent. At the same IBUs "perceived bitterness" will be higher. At the same level of late kettle additions, hop flavor/aroma will stand out more.

Stone's Go To IPA is being released on March 3rd.
This appears to becoming more and more popular and will likely gain ground now that Stone's pushing it.
I've attempted a highly hopped session IPA but it's never quite balanced. I am looking forward to trying this knowing that since it's Stone, it's got to be good. Mine have always been a bit too bittered with not enough malt balance.Since Day One, we've been abundantly forthright and fully transparent about our lust for hops. I think I would try this. I'm a fan of hop bursting, and if it's going to be a sessionable beer, then it should be right around the threshold for my taste buds to endure.

Nong, yes the bottles are reusable, as all other Sam Adams bottles.
