They're using the urine as fertilizer to grow barley. That's not really a big deal. It's also nothing new. Some sewage treatment plants treat sewage in a way that it can be sold in stores and used on lawns and gardens (Milorganite from Milwaukee and Bay State from Boston are two examples). Many others treat it less, so it can't be used on lawns and gardens, but can still be used on farms.
I'd be more impressed if they were doing something like removing the impurities from the urine and using the remaining water to make beer.
This is just a marketing gimmick.

Sure is a gimmick but many lagers still taste like pee to me.

I like a good hoppy beer as much as the next guy (provided the next guy isn't Beer-lord). But a well-made lager is so smooth and lovely. I'm looking forward to brewing my Ottertoberfest soon, and I should also make sure I brew a batch of Copperbottom Lager sometime this summer, when I'll need temperature control anyway.
Hey Paul, how about trying one of them there IPLs?

I'll be able to try this beer at its source in a week. The country of origin I mean, not the source of its fertilizer.

Been thinking a long time about brewing an IPL and even have a recipe ready. Just never got to it.

FWIW, the "Red IPL" I made I recently just chucked it all in the fridge and am finishing it off. It's losing a lot of character with some age on it. It still tastes good, it's just that it's trending to be more like a "extra malty / more body / more bitter Kilian's Red" now then something with awesome fruity flavors and aromas. For some reason, even though it's faded a bit, the Red IPA made more or less around the same time still has a good bit more potent flavor/aroma.
