I need to shrink a picture of Ralph for my avatar. My favorite one for a beer forum is the one of him guarding my beer. Though it is rather old.

Microsoft Paint is a quick and easy one for this.

Open your image in paint.
Click Image, then Attributes.
Enter the new width and height.
Save and you're good to go!

Try GIMP also. Very simple!
